I recently attended the Urban Sustainability Forum on Building a Green Economy with Van Jones at the Academy of Natural Sciences. I was impressed with Van Jones's work to provide job training for low income and minority workers in "green collar" jobs in Oakland, California. Since 1969, our region has lost over 400,000 manufacturing jobs. With growing concerns over global warming and rising energy prices, the development of a green economy in our region would help address both problems and make Philadelphia 'the next great city'. I want to see Philadelphia become the greenest city in America, while creating high-skills, high-wage jobs for low-income urban residents. The City of Philadelphia should embrace a plan for a cleaner energy future, which includes using concrete strategies to bring quality jobs to low-income communities and communities of color. The City of Philadelphia can help make this goal a reality through methods such as: * Acquiring 100% of our electricity from clean, renewable sources through policies and programs that prioritize local, renewable energy generation projects, workforce development and good jobs. * Auditing and renovating all public buildings that fail to meet minimum energy efficiency standards. * Requiring efficient and green construction practices in all new public and private buildings. * Reducing oil consumption by promoting clean, renewable fuel alternatives and efficient motor vehicle technologies through policies and programs that prioritize local renewable fuel production and good jobs. * Investing in job training and apprenticeship programs in renewable energy and energy efficiency occupations, especially for unemployed and underemployed residents. * Supporting existing business and attracting new green industries to Philadelphia by offering incentives, reducing red tape and providing a top-notch trained workforce. * Requiring that the companies that receive city incentives create high-skills, high-wage jobs for residents of low-income urban neighborhoods. * Increasing demand for green services and products through City procurement practices, policies and programs.
